Houston | City Layers

About

Houston is a big city. As a result, it can be confusing to understand what entities make governing and funding decisions. This website is intended to serve as a visual aide to better understand those complexities and to help us all be more informed and engaged citizens.

What is a…

City Council District

Houston's City Council consists of 11 members elected from geographic districts and 5 members elected at-large, meaning citywide by all Houston voters. The at-large seats were originally designed to ensure citywide representation but in practice often reflect the city's broader political dynamics as much as any specific geography. Houston operates under a "strong mayor" system, which limits the power of city council members. The mayor proposes the budget and sets the policy agenda, while council members represent constituent interests and vote on the mayor's agenda.

Commissioner Precinct

Harris County is divided into 4 precincts, each represented by an independently elected commissioner who controls significant budgets for roads, parks, flood control, and county services within their area. Together with the County Judge, who serves as the presiding officer and is elected countywide, they form the Commissioners Court, the governing body of Harris County. Despite the name, it is an administrative and legislative body, not a judicial one.

Management District

Management districts are independent government entities created by the Texas Legislature to provide an additional layer of services and infrastructure investment within a defined area. Commercial property owners within the district pay an annual assessment to the district based on property value. These assessments fund improvements the city doesn't provide or prioritize, such as ongoing streetscape enhancements, lighting, landscaping, community events, security, and economic development. Unlike TIRZs, which fund one-time infrastructure projects, management districts fund the day-to-day work that keeps a district clean, safe, appealing for its residents, and commercially viable for local businesses.

TIRZ

Created by Houston City Council, a Tax Increment Reinvestment Zone freezes the property tax base within a defined area at the time of its creation. As property values rise, the additional tax revenue generated above that baseline is reinvested into infrastructure improvements within the zone, funding capital projects like road reconstruction, drainage, utilities, and public realm improvements. No new taxes are created. Where a management district funds ongoing operations and maintenance, a TIRZ funds the bigger, longer-term physical investments that reshape a corridor over time.

MUD

Municipal Utility Districts are independent government entities located in unincorporated Harris County, typically in newer subdivisions established by a developer. They levy their own property tax to pay off the construction bonds that funded the infrastructure when the community was built. MUDs also operate water, sewer, and drainage infrastructure within their boundaries. Harris County has hundreds of active MUDs, making them a prolific but often invisible layer of local government.

Super Neighborhood

Houston has 88 city-designated Super Neighborhoods that give residents a formal channel to the mayor and City Council. Currently, 50 of the councils are active. When active, super neighborhoods provide a formal structure through which civic clubs and residents can collectively engage with city government, on planning processes, environmental issues, public safety, and other community concerns. Super Neighborhoods are led by elected councils, including a president. The Department of Neighborhoods oversees Super Neighborhoods.

Cultural District

Designated by the Texas Commission on the Arts, the state agency responsible for advancing the arts across Texas, cultural districts recognize areas with a concentration of arts, cultural, and creative assets. The designation supports economic development, cultural tourism, and grant eligibility for organizations within the boundary, but carries no taxing authority and delivers no services directly. Houston has seven state-certified cultural districts, each anchored by distinct creative communities and institutions. Boundaries are defined by the organization that oversees each district and approved by the state, meaning they reflect where cultural activity is concentrated rather than any administrative or political geography.

Emergency Service District

Emergency Service Districts are independent government entities created by Texas voters in unincorporated areas of the county to fund fire protection, emergency medical services, or both. Where the City of Houston provides these services through HPD and HFD within city limits, ESDs fill that role in the surrounding unincorporated areas, levying a small property tax to fund local fire departments and EMS providers. Harris County has dozens of active ESDs, each governed by an elected board of commissioners. Their boundaries reveal the parts of Harris County that fall outside Houston's municipal service coverage.

Historic Wards

Houston was originally divided into four wards in 1839, defined by two axes meeting at the corner of Main and Congress Streets near the heart of the young city. Each ward developed its own economic and cultural character. A Fifth and Sixth Ward were added as the city grew. The ward system was abolished in 1915 in favor of city council districts, but the geography never disappeared from Houston's cultural vocabulary. Today the wards are not legal or administrative entities, but they remain some of the most meaningful place identities in the city, carrying histories of community, culture, displacement, and resilience.

The ward boundaries shown here are derived from the 1920 city map and reflect the geography of that period.
